It is proposed the council building in Leeds Road, Birstall, will be owned by the Howden Clough Community Association charity.

While the centre has been leased to its members for around 40 years, Kirklees councillors will decide at a Cabinet meeting on Tuesday whether the organisation will take formal ownership of it.

A report drafted for the Cabinet meeting reads: “The Centre is currently leased to the Howden Clough Community Association and they are holding over on their current lease which expired in September 2007.

“The Centre has seen over the last few years an active interest from members of the community with the sole aim to maintain and develop the Centre.

“More recently members of the Committee have met with Officers of Kirklees Council with a view to taking ownership of the Centre on a freehold basis and have worked to strengthen theircommittee.”

Planning officers have recommended that the asset transfer be agreed on the basis that the covenants restrict it to community use, with upto 30 per cent commercial use.
