Should A&E downgrading be going ahead?

I was on holiday last week in East Yorkshire when I read on BBC I that the health secretary Jeremy Hunt wanted to downgrade Lewisham A&E and maternity departments.
It was taken to court and a high court judge deemed it unlawful.
